"MMC could not create a snap-in." GroupPolicy Editor error!

I wanted make some changes in the GroupPolicy Editor. First, I found that it's not installed on my PC so I installed it. Since, my PC is x64 bit so copied some files from C:\Windows\SysWOW64 to C:\Windows\System32. The files were as follows:

  1. GroupPolicy
  2. GroupPolicyUsers
  3. gpedit.msn

Now I tried to open it, it opened but there was nothing except this message: "MMC could create the snap-in".

I don't know what am I supposed to do now! My PC Specs: Windows 8.1 64-bit, Intel(R) Core(TM) i5-4200U CPU @ 1.60Ghz (4 CPUs), ~2.3GHz, RAM:6 GB

Please Help!

A few things you could try:

run the System File Checker tool (SFC.exe) to scan your system files and to repair missing or corrupted system files

2 Open Command Prompt by selecting run as administrator and type in  regsvr32 C:\Windows\System32\msxml3.dll

3 You may create another user account with administrator privileges and recheck the issue.

If the issue persists  Refresh your PC without affecting your files.
